Skin constantly warms a thin layer of air right against it, and that warm layer acts like a little insulating blanket. Wind strips that layer away and replaces it with cold air, forcing the body to keep re-heating a new boundary layer over and over — the faster the wind, the more often that layer gets swept away, and the faster heat actually leaves the body. Wind chill is an attempt to express that accelerated heat loss as an equivalent still-air temperature: a number that would feel roughly as cold with no wind at all.

Why the formula uses wind speed to the 0.16 power
Raising wind speed to a small fractional power (0.16) creates a curve that rises quickly at first and then flattens out. Physically, that matches how convective heat loss actually behaves — a light breeze already disrupts most of that insulating air layer, so a stronger wind on top of it keeps adding cooling effect, but at a shrinking rate. That's why the jump from calm to a 10 mph breeze changes wind chill dramatically, while going from 30 to 40 mph barely moves the number by comparison.
