Housing is usually the single largest fixed cost in a budget, and it's the hardest to adjust quickly — you can cut dining out this week, but not your rent. The 28-30% guideline exists because once housing crosses that line, it tends to squeeze every other category at once. In high-cost areas, spending more than 30% on housing may be unavoidable, but that almost always means deliberately trimming transportation, living, or savings targets to compensate rather than letting the deficit happen by accident.

A budget that doesn't overspend can still be fragile. The default example ends with $500 left over every month — a real surplus — but with savings sitting at 18% instead of 20%, that gap compounds. Miss the 20% savings target by 2 points every month for a year and you're short roughly $1,200 in retirement or emergency-fund contributions you could have made. The calculator separates "not overspending" from "on track" precisely so a comfortable-looking surplus doesn't mask a savings shortfall.
